My club's secretary has kindly forwarded to me an email from IICUS, the text of which is:
I have had a quick look at the manual, but haven't had time to develop a balanced view. No doubt some of our regular contributors can give us an opinion or two.

Well without going through it word for word it is essentially the same as the New South Wales CUSA's own manual (which it readily acknowledges). I've not seen any "updates" in the new online version, and if there are any they are certainly minimal.
It is a very good little manual though. There are one or two things that will be unfamiliar to UK umpires, for example how many of you signal from square-leg whether you think it is runs, leg byes or byes? This is very briefly touched upon in the manual, and is pretty much standard practice in Australia.
It certainly isn't a rival to Tom Smith's, but it isn't meant to be. It is a good little manual that I think would be a useful handout on training courses, for example, as it is concise, clear and interesting.

You will need to state the area you live in, there are many ACUS GL6 courses being run under the ECB banner.
