There appears to be no consistent view from people I stand with. Lets take a bowler who is restricted to 6 overs in a spell (max 18 in a day). The question is if he bowls three of them ending in over 10 of the match, how soon can he return to bowl again. This is the captain making the decision not a rain interruption..
The directives say that he can bowl the next over he legally can from the other end without ending his spell. Ie he can then bowl three more overs from the other end providing he recommences the spell in over 13. If he does not does he have to wait 6 overs have been bowled from his end or only wait 3 overs from his end?
The Directives "Having completed a spell....... equivalent number of overs to the length of his spell...." means the number of overs he has actually bowled not the number he is allowed to bowl under the Directives. In that case the answer would be three (over 17 onwards).

You are totally correct, if he bowls 3 he has to wait until 3 further overs have been bowled from the end he bowled 3. And he can continue to bowl by changing ends without interupting his spell, provided only one over from the new end has been bowled.
