I was umpiring a friendly game a couple of weeks ago and three players on one team, who were all under 18 years old were wearing traditional religious head wear that would have prevented them from waering a helmet. Thanksfully for me as umpire they were not required to bat but it made me wonder where this left me as an umpire if they had come out to bat without a helmet on ?

That is a very interesting point, and it would be interesting to get the opinion of the powers that be at Lords. I would suggest a question to the technical committee down at headquarters would be appropriate.

The Laws do not require a batsman to wear a helmet, but many competitions do, especially for underage players. Similarly many require helmets to be worn by fielders in some circumstances (typically wicketkeeper standing up to stumps, close fielders forward of the popping crease). If such playing conditions applied with no exemptions, you would have to insist a helmet be worn, or else not allow the player to bat or field in positions that require it.

Certainly in terms of fielding / wicket-keeping, it's possible that a baseball-style face mask could be worn in conjunction with religious headwear
