I think I may have chickened out of a decision and it's been bugging me
I was umpiring a 50 over ECB game the match regs stated if the ball bounces twice ( no mention of before popping crease) and the ball bounced a second time about a foot before the wicket, I was about to call no ball when it hit stumps bowling the batsman. I let the wicket stand and it's has been nagging me ever since

I think you were correct in your decision.my understanding is that for competitions run by the ECB the double bounce law has been replaced by single bounce and hence I would only call 'no ball' if the second bounce occurred before the popping crease.

What's the point in having match regs if umpires are going to choose to ignore them?

I'm not sure budster is choosing to ignore match regs, is he? I think it's a question of interpretation. Law 24.6 does include the phrase "before it reaches the popping crease", and it's not unreasonable to assume this might have been included in the Generic Rules and Playing Conditions. It isn't included, but perhaps it should have been.
