Toss has taken place 30 mins. before resumption of play and the winning captain elects to bat first,10 mins. later it rains. Can the the winning captain revers his decision?

Simple answer to this one. Not once he has conveyed his original decision to the umpire who was there to supervise the toss. Bear in mind that the decision must be made by a captain or his nominated deputy when the toss is completed.

Law 12.4 specifies the timing of the toss. Law 12.5 makes clear (1) that the winning captain's decision must be notified immediately, and (2) once notified it cannot be altered.
I am a bit puzzled by your use of the word "resumption", though.

Agreed with silly point , u can say "rescheduled" but not the "resumption". Toss must be take place not earlier than 30 minutes and not later than 15 minutes before any scheduled or rescheduled time of start of the match.
Can some body please help me in understanding intention of law maker for such time limitations regarding the TOSS ?

Presumably the intention with the timing of the toss is so that it happens as late as possible before the actual scheduled/rescheduled start time. Any earlier and the conditions may change and any later the players wouldn't have time to get ready.
