Just back from holiday and picked up something about one of the England bowlers warming up beside the square and then being allowed to bowl immediately.

Can anyone fill in more details? Do ICC regulations conflcit with MCC Laws?

I don't think there's any conflict; they just decided to do nothing about it.

The article does not mention that Steve Harmison took the wicket of Darren Ganga at 1.4 overs, and he shouldn't even have been bowling!

How can we expect to be taken seriously when we try to enforce the laws in our local league on a Saturday if the Elite Panel ignore them?
