The incident took place on the last ball of an over with Zimbabwe 8/281, middle-order batsman Raza being on strike on 79 and tail ender Blessing Muzarabani at the other end yet to score, and involved a deliberate attempt to have Muzarabani on strike for the first ball of the following over.
Raza hit the last ball through the covers but the ball stopped inches short of the boundary line as the Zimbabwe pair crossed. However, Afghan fielder Hashmatullah Shahidi picked up the ball and deliberately put a foot outside the boundary line. As that stood it would be Muzarabani then who would have taken strike on the first ball of the next over.
However, on-field umpires Ahmed Shah Pakteen and Aleem Dar had other ideas. After a brief chat they enacted Law 19.8 which ensured it was Raza who faced the first ball, his shot being recorded as having earned him five runs. Law 19.8 states: "If the boundary results from an overthrow or from the willful act of a fielder, the runs scored shall be any runs for penalties awarded to either side and the allowance for the boundary and the runs completed by the batsmen, together with the run in progress if they had already crossed at the instant of the throw or act”.
