It would appear ECB - Chris Kelly wants complete control. I think he forgets this is a hobby for the majority of us. To be dictated to will only drive the amateur umpire away. No he doesn't forget if what I'm told is actually true. He just doesn't like the amateur "hobbyist" umpire, however well trained. I can see all games below premier league level being very short of umpires in a season or two.

They don't seem to realise that most of the 4700 members that have joined ACO is to get insurance, it certainly wasn't for thier organisation skills or member relations.

...most of the 4700 members ... joined ACO is to get insurance, it certainly wasn't for their organisation skills or member relations. ... and it shouldn't have been for training in the Laws apparently! It probably means that, if all we get out of it is the insurance, rather than ECB helping the game at grassroots level a good part of our 20 quid is going to subsidise them - unless the insurers are taking a much bigger cut than they did with ACUS!

If would be foolish of County Board managements to be of the opinion that the current high number of ECB ACO listed members within their Counties reflect those members’ full commitment and support of this new body. The majority have simply arranged transfer of membership to meet their immediate need for insurance cover and also, to avoid possibly loss of their previously paid up subscription to the ACU&S. But what of the forming of County branches of the ECB ACO, as demanded by ECB? Was this referred at the recent ECB ACO meeting at Edgbaston?
Through this outlet, can we attempt to ascertain how many of the previously independent run U & S associations around the country have agreed and signed up to become their County ACO? Also, within the regional areas of the North, Midlands, London & East, South & West and Wales, can we establish those who are resisting such move and/or have not placed such proposition to their local membership?
