On 12th October 2017, MCC advised me that they have "yet to make a decision on whether or not to publish 'Tom Smith' book form as it is exploring other potential method of content presentation and delivery.
If the decision to 're-publish' is made it will be some considerable time before it becomes available and MCC will, at the appropriate time, announce its decision on the way forward.
In the meantime you may be interested to view the online Laws E-Learning portal"

Have you read your Tom Smith yet? What do you think of it?
I was surprised to realise that the ball no longer (2017) becomes Dead when an umpire calls Over! We actually had an incident whereby the ball was trickling to mid wicket and the umpire had handed his cap to the bowler to save time. Non striker was making no effort to regain his ground but mid-wicket had not heard the call of "Over", so he threw down the bowler's wicket. Fortunately no-one recalled the relevant paragraph - and common sense prevailed.
