I have umpired quite a few multi-day games and your intitial view that you called Time too early is correct. The last hour starts, at the latest, when there are 17 overs to go - so it should have lasted from 5.10 to 6.10. That way the minimum overs in the day was achieved as was the minimum in the last hour.
You definitely shouldn't have called Last Hour at 5.00.

With respect, the above view from Rob is wrong. If stumps is scheduled for 6.00pm then the last hour begins at 5.00pm. You would then play until 102 overs had been bowled. If I read the original post correctly, 6.00pm is the designated close of play, but only if a MINIMUM of 102 overs have been bowled. Clearly this means that if less overs have been completed at 6, you play on until 102 have been completed. I imagine it also means that if 102 have been completed with time to spare, you would continue until 6.00pm. The only error in the situation posted was the late call of the last hour, and this was probably brought about by focussing on the bowling rate of 17 per hour instead of the actual provisions in the competition rules.

More broadly, it would be very helpful if competition regulations were written in a clear and serialised fashion. I know that in my town the district regulations are abhorrent. If you can read a regulation in numerous ways how can it regulate behaviour?

Missingleg - you're right that the only mistake was to finish 9 minutes early. You correctly delayed calling the Last Hour until only 17 overs remained. This is the only way to guarantee that the minimum of 102 overs in the day could be achieved (you couldn't have foreseen that they would then go on to bowl 19 overs in the last hour).
Don't over-think it. You know the mistake you made - learn from it and move on.

Thanks for sharing your experience. I don't think any mistake has been made here.
In my view:
- Minimum of 85 Overs and Minimum of 17 Overs in the last hour - Last hour is rightly called at 5.10 as the minimum overs i.e 85 Overs has been bowled by that time - Time for close of play still remains as 6 pm even though the last hour has been started at 5.10 pm - Play should have continued till, Both close of play time (6 pm ) and till the minimum 17 overs has been bowled - In this case at 6.01 pm , 19 overs has been bowled and close of the play time has been already reached.
last hour doesn't mean it has to be exactly 60 mins. Actual duration can vary. Hence I don't think you have made any mistake here.
