My impression is that General Council were generally in favour of the ideas BUT felt that
(a) The proposed courses and examinations were not yet ready - Chris Kelly was hopeful they would be ready by 01jan08 but was vague about whether instructors and examiners would have to go through accreditation procedures.
(b) The ideas would need to be promulgated and discussed properly by the membership - had a ballot taken place immediately, GC felt the answer would be NO - a serious setback to both ECB and ACU&S
(c) It would take more than a simple ballot to abolish ACU&S and cancel subscriptions - at the very least, it would need a Special General Meeting.
(d) There were a number of other issues, including disposal of assets, Data Protection Act, non-European members etc that had not been fully thought through.
This present ECB Press Release does nothing to improve relations with ACU&S members. They have a democratic rights and will not surrender them without very good alternative in place.

Reading between the lines of the ECB statement, I sense that the ECB are trying to bully members of the ACU&S into acceptance of this new proposal. This may well be counter-productive when it comes to a ballot.
Nobody has yet appeared to grasp that the ACU&S could have negotiated a far better deal than this for its members. Despite the recent problems the future looks financially secure. The ACU&S is is a good bargaining position. ECB OA currently have less than 1000 members (see ECB OA website - March 2007); this means less than £20,000 per annum in subscription income. No wonder ECB appear desperate to recruit more members.
How many of those 1000 who failed to get ECB appointments this season will renew their membership for next year? They will already have purchased their 'three lions' ties and blousons!

Nobody has mentioned that the ACU&S President, Lord Griffiths, was at the meeting and I understand it was he who first articulated point b) in Nompere's report.
This highly important point is missing from the report on the ACU&S website.
